AN EVALUATION OF ISSUES, CHALLENGES, AND PROSPECTS OF EDUCATIONAL MANAGEMENT IN NIGERIA

CHAPTER ONE

INTRODUCTION

1.1   Background of the Study

Education, in its broadest sense, is a process through which knowledge, skills, and habits of a group of people are transmitted from one generation to the next through teaching, training, or study. While education is typically facilitated by others, it can also be self-directed. Any experience that has a formative impact on an individual's thinking, feeling, or behavior can be considered educational(Olatunde, 2016). Formal education generally includes levels such as preschool, primary school, secondary school, and higher education, including college, university, or apprenticeship. Additionally, education is widely recognized as a vital tool for national development, offering significant societal benefits, especially in modern, industrialized nations. It plays an essential role in unifying different segments of society by imparting values that foster social cohesion(Aiyedun, 2022). Establishing standards-based schools accountable for helping all students achieve higher levels of accomplishment and educational growth, as outlined in the National Policy on Education (2014), requires adequate administration and management. 

Educational management in Nigeria has evolved significantly over the years, shaped by historical, socio-economic, and political influences. From pre-colonial indigenous education systems to the formalized structures introduced during the colonial era and the post-independence educational reforms, Nigeria's education sector has undergone considerable transformation(Ogunode, 2019). Despite these changes, the sector faces numerous issues and challenges that hinder its progress and the realization of its full potential. Among others, management inefficiencies and corruption are pervasive issues that undermine educational management in Nigeria. Mismanagement of resources, embezzlement, and bureaucratic bottlenecks are common problems that prevent the effective implementation of educational policies and programs (Adetunji, 2020). These inefficiencies hinder progress and perpetuate the challenges faced by the education sector, such as inadequate infrastructure and poor quality of education.

Evidently, educational  administration  is faced  with  many problems in Nigeria. The problems are hindering effective administration of schools in Nigeria. This study is aimed to examine the problems facing educational management in Nigeria.

1.2 Statement of the Problem

Education can be regarded as a crucial tool for national development, achievable only through effective management and administration. Although, the responsibility for managing and administering the educational system falls on the government at all levels, including local, state, and federal. In recent years, the educational system in Nigeria has faced numerous administrative challenges. These include deteriorating facilities and infrastructure, inadequate funding, poor-quality outputs, low teacher morale, frequent crises, and insufficient research(Okoroma, 2016). Moreover, the Nigerian government, overwhelmed with numerous responsibilities, appears unable or unwilling to address these issues effectively. These recurring problems have become a persistent theme in the history of Nigerian education. Furthermore, the education sector's budgets have been under significant pressure due to declining budgetary allocations, increasing enrollments, and shortfalls in funding from the Nigerian Universities Commission. However, the impact of this on educational management is considerable. Despite efforts from various donor countries to provide assistance, the system still lacks the necessary funds and materials to implement its programs effectively. The situation has worsened due to the current global financial crisis, which has adversely affected the world economy (Gift, 2018).

1.3   Objective of the study

The broad objective of this study is on educational management in Nigeria.  Specifically the study intends to:

Evaluate the structural challenges affecting educational management in Nigeria.

Evaluate environmental issues affecting educational management in Nigeria.

Evaluate the prospects of educational management in Nigeria

 1.4 Research Questions

The study will be guided by the following questions;

What are the structural challenges affecting educational management in Nigeria?

What are the environmental issues affecting educational management in Nigeria?

What are the prospects of educational management in Nigeria?

1.5 Research hypotheses

H0:  There are no significant challenges affecting educational management in Nigeria.

Ha: There are significant challenges affecting educational management in Nigeria.

1.6  Significance of the study

It is anticipated the study will provide officials in the Ministry of Education and related government agencies on the need to inform policy decisions, improve educational frameworks, and allocate resources more effectively. 

Additionally, the study will help school leaders implement better management practices, improve school environments, and enhance student outcomes.Further more, subsequent researchers will use it as a literature review. This means that other students who may decide to conduct studies in this area will have the opportunity to use this study as available literature that can be subjected to critical review. 

1.7  Scope of the Study

The scope of this study borders on educational management in Nigeria: issues, challenges, and prospects. The study will be delimited to selected secondary schools in Uwana local government area in Ebonyi  State.

1.8 Limitation of the study

In the course of carrying out this study, the researcher experienced some constraints, which included time constraints, financial constraints, language barriers, and the attitude of the respondents. In addition, there was the element of researcher bias. Here, the researcher possessed some biases that may have been reflected in the way the data was collected, the type of people interviewed or sampled, and how the data gathered was interpreted thereafter. The potential for all this to influence the findings and conclusions could not be downplayed.

More so, the findings of this study are limited to the sample population in the study area, hence they may not be suitable for use in comparison to other schools, local governments, states, and other countries in the world.

1.9 Definition of terms

Educational resource: This includes all human, material, non material audio-visual school environment and community. materials available in an academic environment to facilitate school administration and simplify the teaching- learning process.

Educational Management: The process of planning, organizing, directing, and controlling the activities related to the administration of educational institutions to achieve educational goals and objectives. This includes policy formulation, resource allocation, staff management, and curriculum implementation.

Inadequate Funding: The insufficient allocation of financial resources by the government or other stakeholders to the education sector, which fails to meet the required standards set by international bodies such as UNESCO, affecting the quality and availability of educational services.

Management Inefficiencies: The shortcomings and failures in the administration and governance of educational institutions, often characterized by poor resource management, bureaucratic delays, and lack of accountability, which hinder effective educational delivery and policy implementation.

Corruption: The misuse of public office or resources for personal gain within the education sector, including embezzlement, bribery, favoritism, and other forms of unethical behavior that compromise the integrity and efficiency of educational management.
