ABSTRACT
Local government is seen as a government created at local level established by laws to exercise power within defined areas. This is why state many ways to them. Therefore, resulted in local government of having state administration, judiciary and legislation control. It was a result of these and other control hat this research work impact of state control on the administration of local government was carried out. The research has therefore carried out investigation on the state control over government as our study. In doing this, the use of questionnaire and interview were adopted. Finally state control over local government have been recommended which the researcher believes will go a long way in eradicating problem in local government. The researcher also recommended that a more widespread investigation of his study to be carried out since time factor, financial constraint and a number of other problems could not allow the research to carry out this study on wider seals.
CHAPTER ONE
1.0 INTRODUCTION
My interest in carryout this research work is to know state control on administration of local government that is inter-governmental relationship between state and local government.
Local government could be seen as political sub-division of a country which was constituted by the act of parliament and has substantial control of local affairs including the power imposed on taxes collection, the exact labour for prescribe purpose the governing body such as entity effected.
In the document of local government hand book reforms 1977 in Nigeria local government exercise through representation council established by control over local government or local affairs as well as the staff and institutional and financial power to initiate and direct the provision of service ensure that initiative and report to local needs and condition are maximized.
The principle widely accepted and followed that local area has the inherent right and conduct its affairs in its own way and consistent with its requirement in thought the interposition of the control authority unless supervision is clearly demand in the interest of the public.
In Nigeria local government system for example there is no equivalent of our exist while there is divisional district officers. In our own case, the former district officer was appointed and posted to local government are event given other opportunity to have a say in who is to chosen as district officer in their area.
Although this practice may be justified considering our level of development and the varying standard of efficiency of our local authorities. The major are on which local government is build are administrative efficiency and political education at grass root level.
The farmer is concerned with the efficiency provision and administration of essential social service to the necessary the creation smaller hits of administration closer to the people. However, local government has essential instrument of state government for performance of basic service which can best be decided upon and administered locally, on essential basic need, concerned. Unit in a defined area in a common organization where function are essential need to those of the central government and in the interest of local resident for the satisfaction of communities. It is a means by which local communities jointly rely on as the basic need for the satisfaction and believe their common goals. Consequently, its efficiency is judge through the development of human and materials resource and provision of local amenities for the welfare of dwellers.
However, local government is a body which helps reduce the congestion at the center in being involve implementing social economic programmes that attempt to reconstruct the infrastructure necessary for an improved way of life. Local government is the bodies created at eh local level and given directive by higher governmental authority which the bodies require to carryout its local government. In Nigeria today, local government authorities properly concerned are clearly distinguish from our other instrument of local government administration be essential element of election or selection by the local constitution.
The relationship in law and infant between the two level of government is the attitude of the central government as manifested in various politics circulars legislative administrative judiciary and as well as in the behaviours of its field staff toward local function.
Moreover the local government personnel department has become more or less the never center for the development of the local government area.
1.1 STATEMENT OF PROBLEM
The statement of problem suggested pointing out some points encountered by local government and state government. Therefore in any system of government both local, state and even federal, there is need to control by higher, level of prevent abuse of power.
However the greatest problem of state or local government are as many as possible, these included the following:
- Structural Organization: This has to do with the size of population to constitute a local authority. The 1976 local government forms in Nigeria put the size between 150,000 community and the impact of regarded to democratization of society of political level was traced.
- Financial Problem: The issue of financial mismanagement in the federal government to do makes allocation event year budget to every tiers eminent still there is another are which encountered much problem. Such as mismanagement of public funds misappropriation of government fund etc.
- Inter-Governmental relationship among different level of government: It is always characterized by conflict and co-operation. In case of any conflict that may arise one level of government, hijack public fund meant for local government.
- Lack of Qualified Staff: During the adoption of the unified local government in 1976 reform, the federal government identified this problem to the training institution or various centers were established in many places to solve the problem.
However, due to lack of qualified staff, it lead to poor qualitative. It hinders the efficient better education and poor academic performances of children etc.
1.2 OBJECTIVE OF THE STUDY
The reasons for study this great topic are itemize as following:
- To find out how state control administration of local government.
- To promote welfare and encourage the membership participation in decision making process at local level.
- To organize its membership political education.
- To ensure proper recording of local government source of revenue for execution of official project.
- To enable us know much about government policies and programmes
- And to know the inter-government relation between one level of government and in other level.
1.3 SIGNIFICANCE OF THE STUDY
- To promote welfare and encourage the membership participation.
- The state commissioner for local government issue regulations which guide local government in the publication of their own regulations.
- The supervises the activities of the local government through its administration for the efficient management.
- They ensure proper recording of local government revenue for execution of official project.
1.4 SCOPE AND LIMITATION OF THE STUDY
The impact of state control local government is a very broad and inexhaustible research topic. For brevity and purpose of this prject is is limited to Lapai local government area only.
Moreover the limitation of these study is that if there is provision necessary facilities to workers, it will encourage effective and efficient participation of administration setup telecommunication facilities, Insufficient welfare secure to mention but a few raised channels qualitative education of irregular payment of workers salary revenue generation and transmission and security.
The limitation or constraint is inadequate response to question by many of fund raised impose in the study area and professional public administration and most of them where not always around when researcher called. Thus this work is unavoidably restricted these constraints.
1.5 RESEARCH HYPOTHESIS
H0: There exist significant relationship between state control in local government and the orderly and efficient of an organization
H1: There are no significant relationship between state control in local government.

- Administration: According to Alan (1991) administration is the design, installation and carrying out of procedure in order to implement decision as economically as possible.
- Government: According to Thomas Hobbes as an neutral organization that maintain equilibrium in the society.
- Organization: According to Akanni (1987) defined organization as a structure with rules and regulations guiding its activities.
- Management: According to Akanni (1987) sees management as an integrating process by which authorized individuals create maintain and operate an organization in the selection and accomplishment of its aim.
- Civil Services: Is a body or organ which enjoys continuity of exist enable.
- Personnel: According to Paul Pigors is a line management responsibility but a staff functions.
- Federal: According to Kenneth Wohenre defined federal as a method of dividing power so that general and regional government are reached within a sphere time, co-ordinate and independent.

- Control: According to Onuoha Kelechi (2011) control simple mean the process of monitoring activities in an organization in order to discover deviation and administer, corrections, measures so that performance are synchronized with result ac accomplishment on an economic basis.
