CHAPTER ONE

INTRODUCTION

Background of the study

Local government plays a crucial role in the administration and governance of communities, often serving as the primary interface between citizens and governmental authority. Over the years, the development of local government has been influenced by various factors such as historical context, socio-economic dynamics, and political ideologies (Radin, 2013). In the United States, for instance, the evolution of local government can be traced back to the colonial era, where town meetings and elected officials emerged as early forms of local governance (Smith, 2016). The structure and functions of local governments have since evolved significantly, adapting to changing societal needs and legislative reforms (Stoker, 2018).

Notably, globalization and decentralization trends have also impacted the development of local government worldwide, leading to greater emphasis on local autonomy, community participation, and service delivery (Bäck & Heinelt, 2018). Moreover, technological advancements have facilitated administrative efficiency and transparency within local government systems (Moon, 2018).  Thus staff retention is a critical concern for local governments, as the effective delivery of public services relies heavily on a competent and committed workforce. High turnover rates can disrupt operations, diminish institutional knowledge, and incur substantial recruitment and training costs. According to Samuel (2020) employee retention is a significant difficulty that many organisations, especially non-governmental organisations, are now confronting. In order to retain workers, it is essential to motivate them via the provision of a conducive work environment, including them in decision-making processes, offering competitive compensation, and acknowledging their exceptional performance. Numerous organizations are facing growing challenges in retaining their staff.  Moreover, research on employee retention demonstrates that high turnover rates lead to an unstable workforce and result in elevated human resources expenses and reduced organizational efficiency as mentioned by Okafor, Ifekwem, and Adeyi (2019). 

In recent decades, Cameroon has achieved substantial progress in decentralization, which involves giving local governments more authority and responsibility to administer their affairs and foster socio-economic development (Tangwa, 2020). The local government administration in Cameroon acts as the closest level of governance to the people, with the responsibility of providing vital services, encouraging local progress, and promoting the well-being of the community. Notwithstanding these efforts, local government administrations encounter enduring obstacles, such as insufficient resources, restricted autonomy, and bureaucratic inefficiency. Out of these issues, the issue of worker retention has become a significant concern. High rates of employee turnover may impede the consistent functioning of institutions and interrupt the provision of essential services such as healthcare, education, infrastructure development, and local government (Ndoundou-Hock, 2018). 

According to Wright & Cropanzano, (2020), several factors influence staff retention in local government, including compensation packages, career advancement opportunities, job satisfaction, and organizational culture. Implementing strategies such as performance-based incentives, professional development programs, and employee recognition initiatives can help mitigate turnover risks and foster employee loyalty (Shields & Ward, 2001). Furthermore, enhancing work-life balance and promoting a supportive work environment are integral to retaining talent within local government agencies (Perry et al., 2010). By prioritizing employee well-being and investing in human resource management practices, local governments can cultivate a motivated and resilient workforce capable of meeting the diverse needs of their communities.  

1.2 Statement of the problem

Local government administration plays a vital role in the socio-economic development of Cameroon. These local institutions are responsible for providing essential services, infrastructure development, and governance at the grassroots level. However, these institutions face challenges in retaining skilled and experienced staff, which can impact their ability to function effectively. In a study by Birhanu, (2016)   staff retention is crucial for the continuity and stability of local government administration and when there is high staff turnover, it can disrupt the implementation of policies, reduce institutional knowledge, and impair service delivery. 

Close to is high staff turnover, is frequent staff changes which can hinder the development of long-term plans and initiatives, as well as negatively impact public trust in local governance. Mbeng (2019) mentioned that it is crucial to keep skilled and competent staff in order to effectively execute policies, plan for sustainable growth, and enhance service delivery. Nevertheless, the limited amount of thorough study on the topic poses difficulties for policymakers in formulating and executing policies to improve staff retention and bolster local administration.

A study by Adewoye, Oyerinde, and Adele (2018) reveals that multiple reasons contribute to the high rate of employee turnover in the local government administration of Cameroon. Employee turnover is mostly caused by factors such as inadequate compensation, restricted prospects for professional growth, and unfavourable working circumstances. Nkou (2017) further assert that the presence of political intervention and volatility in local government systems might result in further difficulties in keeping highly trained personnel. The significance of personnel retention on local government administration in Cameroon cannot be underestimated. This research seeks to evaluate the influence of staff retention on the advancement of local government administration in Cameroon, given the existing obstacles. The research aims to analyses the correlation between staff retention and administrative performance in order to find crucial elements that influence staff retention and provide solutions to improve it. This study is crucial for enhancing the effectiveness of local government and fostering sustained socio-economic progress in Cameroon. Therefore, the researcher sought to assess the impact of staff retention in the development of local government administration in Cameroon.

Despite the importance of staff retention in local government administration, there is limited empirical research on its impact within the Cameroonian context. Existing literature suggests that factors such as low compensation, limited career development opportunities, and unfavorable working conditions may contribute to staff turnover in local government institutions (Amin, 2016);. However, more comprehensive research is needed to understand the specific factors influencing staff retention in local government and how this retention impacts administrative performance. In light of these challenges, this study aims to assess the impact of staff retention on the development of local government administration in Cameroon. By analyzing the relationship between staff retention and administrative performance, the study seeks to identify key factors affecting staff retention and propose actionable strategies to enhance it. Such an assessment is essential for strengthening local governance and promoting socio-economic development in Cameroon. Hence, the study assess the impact of staff retention in the development of local government administration in Cameroon.

1.3 Objective of the study

The broad objective of the study is to assess the impact of staff retention in the development of local government administration in Cameroon. The specific objectives is as follows

Analyze the level of staff retention in local government administration in Cameroon

Evaluate how staff retention influences the efficiency and effectiveness of local government administration in Cameroon

Identify the factors influencing staff retention in local government administration in Cameroon.

Propose strategies to enhance staff retention on local government development in Cameroon.

1.4 Research Questions

1.5 Research Hypotheses

Ho: There is no significant effect of staff retention on local government development in Cameroon.

Ha: There is a significant effect of staff retention on local government development in Cameroon

1.6 Significance of the study

Understanding the factors that influence staff retention can provide local government leaders with the knowledge needed to design and implement policies and strategies that foster a supportive work environment and reduce turnover, thereby sustaining skilled and knowledgeable personnel. Empirically, the study can serve as a foundation for future research in the field of public administration, specifically in understanding how human resource practices impact governance. It can highlight areas for further exploration and analysis in the context of local government administration in Cameroon.

1.7 Scope of the study

The study focuses on the impact of staff retention in the development of local government administration in Cameroon. Empirically, the study will analyze the level of staff retention in local government administration in Cameroon, evaluate how staff retention influences the efficiency and effectiveness of local government administration in Cameroon, identify the factors influencing staff retention in local government administration in Cameroon and propose strategies to enhance staff retention on local government development in Cameroon.

1.8 Limitation of the study

Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. Insufficient funds tend to impede the efficiency of the researcher in sourcing for the relevant materials, literature, or information and in the process of data collection (internet, questionnaire, and interview), which is why the researcher resorted to a moderate choice of sample size. More so, the researcher will simultaneously engage in this study with other academic work. As a result, the amount of time spent on research will be reduced.

1.9 Definition of terms

Staff Retention: Staff retention refers to the ability of an organization to maintain its employees over time, especially those with valuable skills and experience. It encompasses strategies and practices to keep employees engaged, motivated, and committed to the organization.

Local Government Administration: Local government administration is the process of managing and overseeing the functions and operations of local government bodies such as municipalities, councils, and regional authorities. It includes service delivery, policy implementation, resource allocation, and community engagement.

Development: In this context, development refers to the progress and improvement in the operations, services, and infrastructure of local government administration. This includes enhanced efficiency, effectiveness, and responsiveness to the needs of the local community.
