CHAPTER ONE

INTRODUCTION

Background of the study

Globally, the growing need for local governance may be traced back to the universal desire of rural residents to have a voice in the decisions that affect their communities. Since there is no other type of human administration that has survived throughout history, local government may be considered as old as humanity itself. Local government administration is the culmination of an acknowledged local administrative system, which is intrinsic to the concept of human society. Enemuo (2016) argues that local government has persisted as an instrument of grassroots and national growth despite advances in politics, economics, technology, communication, transportation, and other fields.  

In Africa, there has been a focus on agricultural development in a number of countries, but until recently there were few initiatives to highlight the rural development plan as a whole. As observed by Chioma (2022) by making the process of development self-sustaining, rural development may also be seen a s raising the standard of living for large numbers of the rural poor. As of now, the movement to improve rural areas has widespread support. Moseley (2019) opined that the creation of new jobs, improved access to land and income, a general uptick in health, nutrition, and housing, the introduction of incentives and opportunities for saving credit, the expansion of access to education and participation in the decisions that affect people's lives are all part of  rural development hence a requisite for grass root mobilization.

Local governments in Cameroon function under an intricate system of national policies and legislation that regulate rural development. These frameworks aim to facilitate fair and balanced economic development across the country. However, their execution is sometimes hindered by bureaucratic inefficiencies and a lack of coordination among various levels of government (Nanfosso, 2018). Rural local administrations often face challenges due to their limited resources, including both financial and human capacities. This hinders their capacity to efficiently strategize and implement development initiatives. Rural communities often suffer from insufficient infrastructure, such as transportation, education, and healthcare facilities, which hinders development efforts (Fokou, 2016). The efficacy of governing institutions at the municipal level differs across the nation. The objective of decentralisation initiatives is to provide local governments more authority and resources. However, the process faces ongoing difficulties in execution, resulting in problems such as inadequate capacity and a lack of cooperation with higher levels of government (Ndjodo, 2020). It is essential to include rural people in development activities in order to achieve sustained improvement. Nevertheless, cultural, social, and political obstacles have the potential to restrict the meaningful engagement and incorporation of local perspectives in planning procedures. This may result in initiatives that fail to sufficiently meet the requirements of rural residents (Tankeu & Fotso, 2019). Gaining a comprehensive understanding of these difficulties is crucial in order to design efficient methods that may assist local governments in promoting development in rural regions. The objective of this research is to evaluate these difficulties and provide practical suggestions for improvement. Therefore, the researcher sought to assess the challenges of local governments in fostering development of rural areas in Cameroon.

Statement of the problem

In recent times, despite  of the huge resources committed to development at grass root level, rural development has remained a mirage. According to ZakariYa‟u, (2017), this is because the local government authorities which are saddled with the responsibilities have not been able to perform up to expectation. Basic facilities such as roads, bridges, markets, health institutions, primary and post-primary institutions have been provided in different parts of the country through self-help development programmes. According to ZakariYa‟u, (2017), communities have the capacity to respond to specific local development plans, mobilize their resources in a collective way,adjust their organizations to the required needs and devise their own appropriate management rules to cope with the situation.

Regrettably, the realization of these objectives has been constrained by a number of issues confronting local government development in Anambra state which are as follows: Joint account system, corruption, state interference, loss of autonomy, caretaker ship, poor commitment and poor funding (Odewale 2018). As a result of this development,  most of the rural areas in Nigeria are in a pathetic state of development, even, some of the urban local government areas are also deficient in development.  To buttress further Enemuo (2016), local roads are left unrepaired, rural electricity are in state of dilemma, rural healthcare are dilapidated with absence of drugs and necessary health personnel, rural boreholes and water pumps have no water, rural water scheme/projects are deserted.  Some of these infrastructures where available, are left uncared for. The implication of this is that local governments in Nigeria have been consistent over the years in their failure to enhance their capacity to engage and mobilize human resources towards their needs.

Tankeu & Fotso, (2019) averred that these factors include few resources, inadequate governance systems, and challenges in successfully including rural populations in development endeavours. As a result, these problems impede the capacity of local governments to provide vital services and execute customized development initiatives for rural communities. An important concern is on the limited resources that local governments in rural areas encounter. The capacity of local governments to efficiently plan and implement development initiatives is hindered by financial constraints, inadequate infrastructure, and a shortage of trained human resources. In a study by Fokou (2016) rural regions and the governance institutions often lack the ability and independence to effectively handle the specific requirements of the local community, even while attempts have been made to decentralise authority and empower local governments. Ndjodo (2020) mentioned that the involvement of rural people in the decision-making process and execution of development efforts is still restricted. Exclusion and limited involvement may arise from cultural, social, and political obstacles, leading to development programmes that fail to adequately meet the distinct requirements of local communities. 

In light of these difficulties, it is important to evaluate the barriers encountered by local authorities in promoting progress in rural regions and examine tactics to tackle these concerns. This research aims to enhance comprehension of the present circumstances and provide practical suggestions for enhancing rural development in Cameroon..

1.3 Objective of the study

The broad objective of the study is to assess  the challenges of local governments in fostering development of rural areas in Cameroon. The specific objectives is as follows

Investigate whether local government in Cameroon have been able to provide infrastructural facilities for the local populace.

To find out if local government in Cameroon  has provided social amenities to the rural  people 

To examine the level of job creation and mobilization of the citizens in the course of rural development.

Assess challenges of local governments in fostering development of rural areas in Cameroon.

1.4 Research Questions

The following questions have been prepared for the following

Has local government in Cameroon have been able to provide infrastructural facilities for the local populace.

Has local government in Cameroon  has provided social amenities to the rural  people 

What is the level of job creation and mobilization of the citizens in the course of rural development.

What are challenges of local governments in fostering development of rural areas in Cameroon.

1.5 Research Hypotheses

Ho: There are no significant challenges impeding local governments in fostering development of rural areas in Cameroon.

Ha: There are no significant challenges impeding local governments in fostering development of rural areas in Cameroon.

1.6 Significance of the study

This research work is to contribute to discovering and finding out the good intentions of local government to transform rural areas and bring the government nearest to their door steps. It is hope that the findings of this study will enable the government to plan and implement structural changes capable of expanding and modernizing rural infrastructure as well as involving the community in government activities. 

Through its assessment, the study can provide actionable policy recommendations aimed at improving governance structures and resource management in local governments. These recommendations can help guide policymakers in designing effective frameworks to support rural development.

More so, by exploring the extent of community participation in local development initiatives, the study can suggest ways to enhance the inclusion of rural populations in planning and decision-making processes. Increased community engagement can lead to more sustainable and effective development outcomes.

Academically, the study establishes a foundation for future research on rural development in Cameroon and similar contexts. It highlights areas that require further investigation and encourages continued examination of how local governments can best support the development of rural areas.

1.7 Scope of the study

The study focuses on  the challenges of local governments in fostering development of rural areas in Cameroon. Empirically, the study will examine whether  there is  availability of resources enabling  local governments in fostering development of rural areas in Cameroon, assess the challenges of local governments in fostering development of rural areas in Cameroon and propose strategies that will enhance local governments in fostering development of rural areas in Cameroon.

1.8 Limitation of the study

Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. Insufficient funds tend to impede the efficiency of the researcher in sourcing for the relevant materials, literature, or information and in the process of data collection (internet, questionnaire, and interview), which is why the researcher resorted to a moderate choice of sample size. More so, the researcher will simultaneously engage in this study with other academic work. As a result, the amount of time spent on research will be reduced.

1.9 Definition of terms

Local Government: Refers to the administrative units at the sub-national level responsible for governing a defined geographic area. In Cameroon, these include regions, councils, and municipalities that have varying degrees of administrative authority and responsibility for local governance.

Rural Areas: Geographic regions characterized by low population density, limited infrastructure, and a reliance on agriculture or other natural resources for livelihoods. In Cameroon, rural areas often face challenges such as limited access to healthcare, education, and transportation.

Development: In the context of this study, development refers to the process of improving the economic, social, and infrastructural conditions of rural areas. This includes initiatives to enhance living standards, create jobs, improve access to essential services, and promote sustainable growth.

Resource Constraints: Limitations in available resources, including financial, human, and infrastructural assets, that local governments face in planning and executing development projects. These constraints can impede effective governance and the delivery of public services.
