During this transition no major technical problem was rec-orded but administrative conflict on personnel orientation and management method to adopt emerged. Hsy planned to adopt the same system of environmental system in the capital mu-nicipality in the whole of Finland by 2014.
The objective of this thesis is focusing on creating a platform through which the Lagos state environmental department is able to benchmark the HSY of the Helsinki capital region by providing relevant information of their management operation, and the optimum research approach is the use of case study. The case study is a way of doing research involving the em-pirical investigation of a particular phenomenon in the real life, using various sources of evi-dence.
