CHAPTER ONE

INTRODUCTION

Background of the study

The management of sewage disposal is becoming an increasingly significant issue worldwide. Inadequate management of sewage disposal can have detrimental effects on both the environment and human health. The issue is especially crucial in low- and middle-income countries (LMICs); in fact, these regions often have greater economic and technical obstacles compared to developed nations. Efficient management of sewage disposal is crucial for protecting public health and promoting environmental sustainability (Olaf, 2021). Nevertheless, rural areas sometimes face substantial limitations that hinder the establishment and upkeep of efficient sewage systems. The difficulty of managing trash in less accessible places are influenced by a variety of factors, including infrastructural deficits, economic limitations, and cultural considerations.

A significant limitation is the insufficient infrastructure. A significant number of rural areas are devoid of contemporary sewage infrastructure, resulting in certain people still depending on basic waste disposal methods such pit latrines or open defecation. A study conducted by Ngwa et al. (2023) has identified the lack of adequate sewage infrastructure in rural areas as a significant problem. This deficiency compels communities to resort to unhygienic behaviours, which can result in environmental pollution and health issues. The progress of sewage infrastructure in these regions is frequently impeded by a scarcity of resources and inadequate investment.

The difficulty is worsened by economic limits. Rural communities frequently face constraints in terms of financial resources, which poses challenges in terms of investing in and upkeeping sewage systems. Momo and Nkeng (2023) emphasise that poverty in rural regions has a substantial effect on the capacity to finance crucial sanitation initiatives. The exorbitant expenses linked to the building and maintenance of sewage systems discourage both local authorities and private financiers from allocating money to enhance rural sanitation.

Cultural and educational constraints can hinder the efficient disposal of sewage. Traditional customs and beliefs around waste management can impede the implementation of contemporary sanitation measures in numerous rural communities. A study conducted by Afolabi et al. (2023) revealed that the persistent usage of obsolete disposal methods is frequently attributed to cultural resistance and a lack of information regarding the advantages of enhanced sanitation. Education initiatives targeting the enhancement of knowledge and advocacy for appropriate hygiene practices are often insufficient or nonexistent in these regions.

Logistical obstacles pose a substantial hindrance. The challenging topography of rural regions poses significant obstacles for the transportation and installation of essential sewage infrastructure. This logistical problem is worsened by a scarcity of skilled workers capable of overseeing and upkeeping sewage infrastructure. According to the World Health Organisation (2022), these obstacles impede the successful execution of sewage management systems and contribute to the continuation of unhygienic conditions. Hence this study will be investigating the constraints impeding effective sewage disposal management in rural communities in Cameroon.

 Statement of the problem

The issue of efficient sewage disposal management in rural communities in Cameroon is a crucial subject that has substantial ramifications for human health and the environment. Rural areas in Cameroon frequently have significant constraints that hinder the establishment and upkeep of efficient sewage infrastructure, resulting in widespread sanitation issues. This problem is most noticeable in distant and underprivileged places where there is a lack of infrastructure and resources.

A key constraint is the insufficient sewage infrastructure. A significant number of rural villages in Cameroon lack modern sewage facilities, leading to the utilisation of primitive waste disposal methods such as pit latrines or open defecation. Ngwa et al. (2023) found that the lack of up-to-date sewage infrastructure compels residents to partake in activities that lead to environmental pollution and present substantial health hazards. Limited investment and finance frequently impede the development of essential infrastructure, which is vital for constructing and sustaining efficient sanitation systems.

The issue is worsened by economic constraints. Rural communities in Cameroon commonly face economic challenges that restrict their capacity to invest in and maintain adequate sewage management solutions. Momo and Nkeng (2023) emphasise that the financial obstacles encountered by these communities hinder the ability of local governments and organisations to provide priority and allocate funds to sanitation initiatives. The exorbitant expenses linked to the establishment and upkeep of sewage networks discourage investment and perpetuate insufficient waste management techniques.

Cultural and educational considerations are also major obstacles to achieving efficient sewage disposal. Conventional ideologies and customs related to waste management can impede the adoption of contemporary sanitary techniques. Afolabi et al. (2023) observe that cultural opposition and insufficient knowledge regarding the advantages of enhanced sewage systems frequently result in the persistent adoption of unhygienic practices. The lack of comprehensive teaching programs to encourage good sanitation exacerbates these difficulties.

In addition, there are logistical issues that provide considerable obstacles to the efficient management of sewage, particularly in terms of accessing remote rural areas. The challenging topography and inadequate infrastructure in these areas hinder the shipment and implementation of sewage systems. The World Health Organisation (2022) highlights that the presence of logistical challenges, together with a scarcity of skilled individuals to oversee and sustain sewage infrastructure, obstruct the successful execution of efficient waste management strategies.

1.3 Objectives of the Study 

The primary objective of this study is to examine the constraints impeding effective sewage disposal management in rural communities in Cameroon. Specifically the study seeks to:

To evaluate the level of community awareness and education regarding proper sewage disposal practices in Cameroon.

To identify the key constraints affecting effective sewage disposal management in rural communities in Cameroon.

To propose recommendations for overcoming identified constraints and improving sewage disposal management practices in rural communities in Cameroon.

1.4 Research Questions

The following research questions will be answered in this study:

What is the level of community awareness and education regarding proper sewage disposal practices in Cameroon?

What are the key constraints affecting effective sewage disposal management in rural communities in Cameroon?

What are the recommendations for overcoming identified constraints and improving sewage disposal management practices in rural communities in Cameroon.

1.5 Research Hypothesis

The stated hypothesis will validate this study:

Ho1: The level of community awareness and education regarding proper sewage disposal practices in Cameroon is low.

Ha1: The level of community awareness and education regarding proper sewage disposal practices in Cameroon is high.

1.6 Significance of the study

Efficient sewage disposal is vital in order to prevent the spread of waterborne illnesses such as cholera, typhoid fever, and dysentery. Through the analysis of limitations in sewage management, this study can offer valuable understanding of how these obstacles contribute to the occurrence of disease outbreaks and health hazards. This knowledge can then be used to inform the creation of specific public health solutions.

The study will gather factual information on the constraints that impact the process of sewage disposal in rural regions. This knowledge is vital for policymakers to formulate and execute efficient sanitation policies and regulations customised to the specific requirements and difficulties of rural communities.

This study will provide valuable insights into the limitations that hinder the efficient management of sewage disposal in rural communities, thereby contributing to the existing scholarly literature on the subject.

1.7 Scope of the study

The study aims to examine the constraints impeding effective sewage disposal management in rural communities in Cameroon. Empirically, this study assesses the level of community awareness and education regarding proper sewage disposal practices in Cameroon, the key constraints affecting effective sewage disposal management in rural communities in Cameroon and the recommendations for overcoming identified constraints and improving sewage disposal management practices in rural communities in Cameroon.

1.8 Limitation of the study

Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. The significant constraint was the scanty literature on the subject owing that it is a new discourse thus the researcher incurred more financial expenses and much time was required in sourcing for the relevant materials, literature, or information and in the process of data collection, which is why the researcher resorted to a limited choice of sample size. Additionally, the researcher will simultaneously engage in this study with other academic work. However in spite of the constraint all these constraint were downplayed to give the best.

1.9 Definition of terms

Sewage: Sewage is the waste matter, usually consisting of water, human waste, and other materials, that is carried away from homes, businesses, and other buildings through pipes to be treated or disposed of.

Sewage disposal: Sewage disposal is the process of removing and treating waste matter from sewage to prevent pollution and protect public health. This typically involves collecting sewage through pipes, treating it at a treatment facility, and then safely releasing or recycling the treated water.

Constraints: Constraints are limitations or restrictions that affect the way something can be done or achieved. They can be factors such as rules, resources, or conditions that restrict or limit options and decisions.
