CHAPTER ONE

INTRODUCTION

1.1 Background of the Study

The concept of "money laundering" gained prominence in the early 1990s. Its origins can be traced back to the early 1930s in the United States, particularly following the prohibition era when bootleggers, having monopolized the illegal alcohol trade, sought to legitimize their profits by integrating them into lawful activities. Hence, the term "money laundering" derives from the process of making illegally obtained funds appear legal. However, according to Artur (2018), the integrity and stability of financial systems are seriously threatened by the global problem of money laundering . 

In Cameroon, where the economy is expanding quickly, money laundering has become a serious problem that needs to be thoroughly investigated. The financial landscape of the nation has experienced an increase in intricate financial operations, rendering it vulnerable to criminal activities like money laundering (Ayul & Wase, 2021). In conceptual sense, money laundering is a term used to describe the process by which criminals attempt to conceal the origin, ownership, and destination of money obtained through unlawful activities. However, the aim of money laundering is to give the appearance that the proceeds have been derived from a legitimate source. Similarly, money laundering involves a series of financial transactions intended to convert illegally acquired funds into lawful money or assets. According to Zali (2018), it is the illicit practice of making "dirty" money appear legitimate instead of unlawfully obtained. Beyond that, money laundering can occur through various means, with bank transfers—both through wire and check—being the most common methods for transferring illicit funds. 

Furthermore, money laundering keeps people in poverty by taking funds away from honest business endeavors, aggravating income disparity, and promoting social unrest. On the other hand, effective money laundering prevention requires investing in capacity building, bolstering international cooperation, and fortifying regulatory frameworks. Also, public awareness programs can also promote a culture of compliance and alertness by educating the public about the dangers and repercussions of money laundering. Additionally, leveraging technological solutions such as blockchain technology, data analytics, and artificial intelligence can enhance the detection and prevention of money laundering activities. Therefore, a survey will be conducted to critically assess money laundering in Cameroon: causes, patterns, consequences, and solutions.

1.2 Statement of the Problem

  According to Bob Blunden (2019), the term "money laundering" aptly describes the cycle of transactions through which illicit funds are transformed from one end to emerge as apparently legitimate at the other end. Metaphorically, Chen (2020) suggests that after undergoing the "washing cycle," dirty money can come out even cleaner than legitimately earned funds, seamlessly blending into lawful financial investments to the point where distinguishing between the two becomes challenging. Additionally, the laundering process, which commences with tainted funds, concludes once the tainted origin has been successfully obfuscated.  For instance, internet fraudsters often funnel their ill-gotten gains through business entities, making it seem as though their business operations are thriving.

Furthermore, efforts to combat it represent a pressing contemporary international issue with ramifications in economic, legal, and political realms. Both national and international measures have been implemented to tackle this practice. Scholars such as Moh Zali and Ach Maulidi (2018) argue that anti-money laundering regulations are essential for preserving the integrity and stability of the financial system, given the vast sums of money involved in laundering activities. Thus, it is in the light of these that the study seeks to critically assess money laundering in Cameroon: causes, patterns, consequences, and solutions.

1.3  Objectives of the Study

The main purpose of this study is to critically assess money laundering in Cameroon: causes, patterns, consequences, and solutions. Specifically, the study will;

1.Examine the causes of money laundering in Cameroon

2.Assess the patterns of money laundering in Cameroon 

3.Assess the consequences of money laundering in Cameroon

4.Proffer strategies for mitigating the occurrence of money laundering in Cameroon

1.4 Research Questions

The following questions have been prepared for the study:

1.What are the causes of money laundering in Cameroon?

2.What are the patterns of money laundering in Cameroon?

3.What are the consequences of money laundering in Cameroon?

4. What are the strategies for mitigating the occurrence of money laundering in Cameroon?

1.5  Significance of the Study 

The results will help law enforcement agencies stay up to date on the most recent strategies employed by criminals engaged in money laundering. It will also assist financial institutions in meeting regulatory requirements, enhancing detection systems, and putting strong anti-money laundering (AML) procedures into place. Additionally, subsequent researchers will use it as a literature review. This means that other students who may decide to conduct studies in this area will have the opportunity to use this study as available literature that can be subjected to critical review. Invariably, the result of the study contributes immensely to the body of academic knowledge with regard to a critical assessment of money laundering in Cameroon: causes, patterns, consequences, and solutions

1.6 Scope of the study

The scope of this study is to critically assess money laundering in Cameroon: causes, patterns, consequences, and solutions. Empirically, this study will examine the causes of money laundering, assess the patterns of money laundering, assess the consequences of money laundering in Cameroon and proffer strategies for mitigating the occurrence of money laundering in Cameroon.

Geographically, the study will be delimited to residents of Buea, Cameroon.

1.7 Limitation of the study

In the course of carrying out this study, the researcher experienced some constraints, which included time constraints, financial constraints, language barriers, and the attitude of the respondents. In addition, there was the element of researcher bias. Here, the researcher possessed some biases that may have been reflected in the way the data was collected, the type of people interviewed or sampled, and how the data gathered was interpreted thereafter. The potential for all this to influence the findings and conclusions could not be downplayed. 

More so, the findings of this study are limited to the sample population in the study area, hence they may not be suitable for use in comparison to other schools, local governments, states, and other countries in the world.

 1.8 Definition of Terms

Money Laundering: refers to the process of making illegally obtained proceeds (such as funds from criminal activities) appear legal or "clean" by passing them through a complex sequence of banking transfers or commercial transactions.

Money Launderers: are individuals or entities responsible for carrying out the process of money laundering.

Criminals: are those individuals engaged in illegal activities that generate proceeds, which may then be subjected to the money laundering process to conceal their illicit origin.
